I have turbocharged an 86 16V 900S, which had EZK from the factory. I discovered that the LH2.2 Turbo ECUs do not output a load signal for EZK -- at least, the 86T ECU I fitted to the car did not. (I have read on the web, though, that the LH2.4 Turbo boxes do, in fact, have a load signal, but that's not especially helpful to you here.)
Therefore, and assuming it's the same for 85Ts, you really can't run an EZK box without this load signal because EZK will throw a check engine light and run ONLY static timing. Also note that while the TPS load signal originates at the throttle, it is output to the EZK via the ECU -- you'd have to figure out some way to intercept it, convert it to the right signal, and get it into the EZK.
Also, the ignition control module between a Saab Turbo and Saab EZK ignition system is different, so if you have the Turbo ICM in the car, then that may be why it's not firing. Presumably, the same issue exists with the Volvo EZK.(I believe the difference between Turbo and EZK ICMs is that the EZK version has no internal provision to control dwell because EZK feeds it info, whereas the Turbo version does control it internally.)
The Volvo 2.3L engine has a two-valve head and, presumably, much different knock characteristics than the 16V '85 to which you're fitting the Volvo system; for these reasons, I don't think you're going to get a timing curve that's well-designed for the Saab. On my '86, I have kept the EZK, installed a Turbo distributor (using its Hall sensor for spark signal), defeated the advance on the vac. capsule and allow it to retard under boost. It's not ideal but the car is more responsive off-boost because EZK is in better control of advance, and boosts safely because I'm using mechanical retard. I think if you're going to do this, at least use a Saab 900 EZK box.
(I'm inferring some of this info regarding mis-matching from the fact that I ran a Volvo 2.3L Turbo ECU int my car at one point. Fueling was good until WOT, at which point it went rich enough to periodically kill spark. In other words, the engines are quite different.)
All that said, if you can get the car running, I have read that Volvo guys have hacked the EZK, so if you're inclined, I suppose you could tweak it. But after all that -- and here I am getting to the bottom line, after all this bla bla bla -- perhaps you're better off converting the car to run Trionic, which is also hacked (T5Suite) and less of a kluge than trying to get the Volvo EZK stuff in.
