1993 SAAB 9000 CDE Turbo has Trionic fuel injection system with part number 9136490 (AFMS - Advanced Flight Management System or Air Flow Management System).
This system has Motorola microcontroller (MCU) MC68332 which has an internal watchdog configuration so that you could not easily adjust its external programms or faulse codes saved in its two external Intel 28F512 (64k x 8) CMOS flash memorys like NASA Mars probes equiped which has larger memory size. Because this flash memory does not need Ultra ray to erase its content, ISAT or SAAB (GM or HP) Tech 2 scantool can set high votage to erase or programm the memory. For example, when Limp Home Mode and TCS CTRL light on happen, the faulse code P0120 (Throttle Position Sensor) is generated by the ETS/ASR/MCU and saved in the memory. If youu could figure out which one of these two flash memorys is used to save faulse codes, you may design your own OBD tool under RS-232 interface.
The plug to the fuel injection ECU has 70-pin and 16, 19, 20, 28, 29, 30, 36, 37, 41, 42, 45, 49, 51, 52, 53, 54, 61 ,69, 70 are not used.

Some of the other used pins go to ECU of ETS, ASR and ABS. The ETS has CPU SAB80535 (ROMless) and an exteral TI TMS 27C512 EPROM. ASR has CPU SAB80535 (ROMless) and an external S 27C2561 EPROM. There would not be any faulse codes generated in real time saved in these two ECUs. When there is a problem related TCS CTRL or ANT LOCK , the problem will be reported to MCU. In fact, all the faulse codes (except ACC) are saved in the flash memory.
Regarding the problems in the previous email, Kick-Down situation happened at 45 miles/hour. This may be related to throttle position sensor before it casues TCS CTRL problem. If the gear lever can not be shifted, that is because the electronic part of the ignition switch needs to be changed which will not need a new key or the solenoid under the lever needs a check.
Ask SAAB dealer to erase the faulse code P0120. Then turn on the engine and open the hood to look at the throttle lever/cable (on the throttle body) postion and Kick-down lever/cable (on the falsh bulkhead firewall) postion. When Limp-Home mode happens, you will see lever/cable postions are different from the normal postions.
Is the throttle OK? Open the throttle body and see if the butterfly closes fully or not. The butterfly position is related to a resistance value (throttle position sensor senses it) which is used by MCU, ETS and ASR to compare it with the resistance value on the gas pedal potentiometer which is around the gas pedal. If there is a TCS CTRL faulse code in teh MCU flash memory, MCU will set up Limp Home mode.
Assume all hoses and safty valves for fule injection system and TCS in the engine compartment area are OK, it may be necessary to adjust (spray butterfly in throttle body gas pedal cable on gas pedal potentiometer and Kick-Down cable on kick down motor would cure.
Ask your lawer to go with you when you visit SAAB dealer so that they will not charge you more than twice for the same problem which might look like a problem related to a hose and then related to a valve and then reletad to a body and then related to an ECM. SAAB does not make a product like that but its dealers do not think so.
