I had the dizzy mostly apart again this morning. Still no identifiable worn, broken, sticking, or missing items. Cleaned everything again, reassembled again, and still the same much earlier than listed advance. Service manual says onset of advance at around 1050 rpm, with full advance complete around 1650 rpm. I'm seeing advance start about 600 and done by 1200.
"Span" is about 600 rpm from start to end. I imply from that the spring strength is fine.
I'm just seeing my advance "offset" to about 400 rpm 'too low' and starting at 600 rather than the 1050 rpm the manual calls out.

I've almost convinced myself there a simple answer to the change of the advance that I've noticed.
From the 1965 Saab Sport service manual (same mechanical-only dizzy as the 67 Sonett II):
"Note the screws 28 under the distributor shaft plate. If these screws are slackened, the spring holder 25 can be turned to adjust the tension of the governor springs."

The 'spring holder, item #25' has slotted holes that permit the holder, and therefore the outer end of the weight return springs, to be shifted relative to the 'shaft plate, item #28'. This changes the load the springs apply.
I'm having a tough time driving out the drive gear pin, and haven't actually succeeded with that, so I haven't yet been able to see the underside of the 'spring holder, item #25' to check for signs of slippage.

Still, I'm not worried. The car starts and drives without recognizable issue. I have no active mechanical advance at cranking speed, just the basic 10 degrees, and have 'faux' full advance to 20 degrees lock at all driving speeds.
