Sonett 2 stroke spark advance

I've just found that the centrifugal advance (no vacuum advance on Sonett II) is going to full advance at much lower rpm than it had previously.
Almost 13,000 miles since revival, ignition has had Pertronix and 3 ohm coil for most of that driving distance. (The 1.5 ohm ballast associated with the original 1.5 ohm coil is not used with the 3 ohm coil). Base advance was 10 degrees, held 10 to about 2k rpm, then advanced to 20 degrees. Would retard back to 10 degrees as rpm dropped back to about 2k. Was still like that this summer when I had last checked.
Now I find the base 10 degree timing starts further advance at idle speed, and is at 20 degrees by 1500 rpm. Advance drops to about 15 degrees when rpm slows back to idle (850~900 ish) and doesn't drop all the way to 10 degrees until idle is lowered further to about 600 rpm.
I removed the cap. Rotor and shaft can be twisted advanced and snaps back to basic position when released.
The rotor, Pertronix module and breaker plate was removed. The shaft can be rotated to advanced and snaps back.
Weights move freely and with sufficient spring return force that I don't suspect weak or stretched springs, both springs are in place. Engine starts fine, runs well.
There are many who promote the locking of the weights and leaving it timed at full advance, so I'm more curious than concerned as to what might be contributing to the change I've found.
Any suggestions?
