We had the same experience after bringing a Sonett III out of retirement and completely replacing everything in the braking system. I concur with Charles that swollen rubber in the front flex lines is a good place to start, and it's an area that's mentioned a lot in the literature.
However, in our 'everything new' case highlights; meticulous adjustment and multiple bleeding cycles (front and rear) are also a must do. The front calipers seem to be lacking in return force and mechanism as designed and so several different things can set them on a path to dragging.
