According to my EPC, the 1998 thru 2001 Model Years used one siren unit, the 2003 onward used another, with the 2002 model year being a big question mark.
As anyone who has self performed maintenance on their 9-5 already knows, Saab sometimes changes things in mid-cycle without notation. And there is always the chance the WIS and EPC aren't perfect either.
Yes, I have heard of owners successfully repairing their glued shut siren units. A dremel tool with saw blade or razor saw from a hobby shop should be able to cut the case open. Just use lots of RTV to seal it shut again, and allow sufficient time for the RTV to cure.
I had the problem reappear one month after repair. I re-opened the case, cleaned up my solder job, and the problem has not reappeared in the 15 months since.
