I sent a detailed email (with part #'s) to New Salem Saab and got a response back from the service manager that they have the Saab alignment gauge and tool necessary for checking/adjusting the rear toe and that they perform this for all 9-5 alignments. His response indicates they understand that the rear toe needs to be set first. The car is then checked/adjusted with their Hunter alignment system. Quoted price is $100, if they don't have issues with corrosion, and, obviously, worn parts. I have not been able to get down there to have the alignment checked yet to see if/how much effect the spring spacers had that I installed.
My experience with the local dealer has led me to not even bother inquiring if they can perform this.
On the subject of spring spacers, I will say that the "vague steering" that I complained about a while back is gone. Which makes sense: lifting the rear of the car would have the effect of changing the "steering angle" in the front. The next step is getting rid of the excessive body roll: aero suspension, uprated anti-roll bars, or both?
