After playing around a little bit, I found that the low RPM vibration/rattle sound is coming from the steering column. If the steering wheel is "telescoped" all the way in toward the instrument panel, the noise doesn't happen. However, if the wheel is all the way out toward the driver's seat, then the the vibration is much more likely to be heard. I can also induce the noise by lightly hitting the wheel with my hand. Something is not tight inside the column. Has anyone else noticed this?
