I'm usually pretty good at understanding the questions posted on here, but I have to confess that your post confused me. This line in particular doesn't make sense:

I just can't figure out the logic there. Bottom line is that you want all the turbo charge boosted air to go into the intake manifold, not be diverted to the crankcase (valve cover). The existence of that small line connecting to either the throttle body or a fitting close to the throttle body might be for emissions purposes similar to how the EGR system works, since part of the gases inside the crankcase are exhaust fumes from blowby. The theory is that exhaust gases mixing with intake air helps to cool the combustion charge temps, thus lowering hydrocarbons. Particularly at cruising speeds where intake manifold vacuum is especially high while (cooling) fuel consumption is low. The check valve is to keep the flow going just one way, keeping all boosted air going to the intake manifold.
