When you are on the boost, the big PVC line is in a vacuum (the turbo is sucking all of the air it can, and this big line is connected to the intake pipe). So you are still sucking out air from the valve cover even on boost.
I would think even if the PCV line was broke, when on the boost, the big line would suck out most of the boosted air coming in through the little line. I'm not sure how much vacuum is there, but I have put my hand over the AMM when idling and there is a fair bit of vacuum even at idle. I can't imagine when the turbo's really sucking it in.
