That is so stupid. I can't stand dishonest people screwing honest people. I have a neighbor I was talking to at a bbq the other day. He's an electrical engineer for some govt contractor. I asked him how he got into that and he said that in high school, he always wanted to be a car mechanic. So his senior year, he job shadowed a mechanic at a dealership and the guy put him right to work. He told him to take his time on projects because they already had in the computer the amount of time it would take (marked up quite a bit to make up for cigarette breaks, water breaks, coffee breaks, and anything else you can think of), so when he finished in half the time, they would still charge the full price. He was so shocked he decided to follow another more honest career path. Now he's got a great house, gorgeous wife, and is making a lot more money. Sounds like a good choice.
On the other hand, my Saab indy back in Vermont once called me to say they overcharged me for a job and refunded a couple hundred dollars. Wish more could be like that.
