I had one like that, and just carefully moved the screw with a long nose pliers. Spray it with some stuff so it can move more easily.
You might take it out and match it at the hardware store with something that has a head on it, and don't forget the jam nut.
If you take off the inlet pipe, you can look down to the TB plate and see if it is all the way closed when turning the screw once you get one operating.
Then just adjust it so the overcenter of the plate doesn't make it sticky. If you have to adjust the screw to keep it running at 850 rpm ( keeps on dying ), then something else is fouled up. Seems like you have the opposite problem though..... Like I said before, it isn't an adjustment screw other than keeping the plate from sticking over center.
