+1 what Bernie wrote. Also check the rollover valve that's built into the fuel filler neck. That valve allows air flow into the gas tank to offset the fuel volume that the fuel pump sucks out. Otherwise you get a vacuum in the tank resulting in tank deformation and a whooshing sound when the gas cap is removed.
You wrote that air "comes out of the tank" when you loosen the cap, but if the rollover valve is clogged the air should be rushing into the tank to relieve the vacuum. I can't think of anything that would cause significant pressure to build up inside the fuel tank.
The gas cap is supposed to be nonvented. This was the first part that failed when my '96 was new-to-me. I replaced it with a Stant model 11826 in 2005. Trouble free since then, and the Stant cap was far cheaper than a new oem cap.
P0300 indicates random misfiring on several cylinders and could be caused by low fuel or low fuel pressure. A bad DI could also cause it, but if so the good spare would have fixed it. The engine was starved for fuel. Maybe enough air seeped into the tank while it was towed and sitting at your indy to allow the fuel system to work well enough for it to start again.
Left side flasher issue seems unrelated. No ideas about that.
