Yes.
I think the valve serves two purposes. One is to prevent a fuel leak in the event of a rollover. The other is to use the vacuum in the fuel tank (vacuum caused by the removal of fuel by the fuel pump) to draw vapors from the evap canister. Pretty clever when the system is working.
The valve is built into the fuel filler neck and can be purchased only as a part of that assembly.
