Lambda is part of an exhaust emissions system that includes a catalytic converter, oxygen sensor, Electronic controller (under passenger seat) and a Lambda valve. The oxygen sensor measures the amount of oxygen in the exhaust gas, and tells the ECU. The ECU then modulates the Lambda valve (basically a D-Jet injector firing the gas into the return line back to the tank) to bleed off control pressure from the fuel distributor.
If you can plug that port, you may be able to get the fuel distributor to work in your 99. My 1980 99 GLi had Lambda.
