So, with the metering plate closed (down), you are getting fuel coming out of a specific injector, or any injector attached to a specific port on the FD? You should, as you know, get no fuel out any of them with the plate all the way down.
Are you getting a dribble, or the full spray?
Just so we're sure, the 4 injectors are attached ONLY to the upward-facing ports on the top of the FD, correct? That's the only place they should be connected to, of course. With the plate down, the only exit ports that should be getting any pressure are: the cold start valve (which is often on a double banjo with the inlet, or on a tap into the plastic line), one of the ports to the Warm up regulator, and the return line. And, of course, the inlet from the fuel filter.
Internally, there is not a whole lot to go bad with the fuel distributor. There are few, if any seals that can deteriorate. It's mostly all metal inside there.
What you might try is to soak the FD's guts in Techron FI system cleaner. Were I to do that, I'd loosen the supply line, remove the injector lines, and inject the techron in a backflush via the injector ports, while keeping the metering plat all the way up. (Or, fill the filter with Techron, and run the fuel pump for a few seconds...)
I'm not sure I'd literally soak the whole unit, though...
