Treadwear rating is up to each manufacturer... Each manufacturer develops their own treadwear rating. The manufacturer sets a treadwear base of 100. Then as the manufacturer produces new and different models of tires they test the treadwear of the new models against the base rating of 100 to determine the new model's treadwear rating.
The net result is that the treadwear rating is proportionate or comparable across one brand of tires, but is not comparable between different brands of tire. There is no one national standard for the base treadwear of 100, so the treadwear rating can only be compared across the same brand of tire.
There are national standards for the temperature and traction ratings, so those can be compared between brands.
