Correct, treadwear ratings supposed to be consistent... However, several flaws in the treadwear rating system have made the treadwear ratings not very consistent. There are good write-ups on tire treadwear ratings on Tirerack, wikipedia, edmunds, etc.
- The manufacturers test their tires to their own standards that are supposed to mimic the government standard.
- The government treadwear test is based on a 8,000-mile road test. The total tire treadwear rating is extrapolated from the 8,000-mile test.
- Manufactures are free to rate tires lower that they actually tested for marketing purposes (but not rate them higher).
