This is what I have been thinking as well. I've been nursing a P0411 for about a month, observing its behavior. I have an Actron CP9550 (which would be a toy to you, ha) that I use to read and clear codes. My check valve comes back spotless and moisture-free on the "pinky test" and my SAI pump sucks hard at the airbox side and blows hard at the check valve side (sorry for the imagery). The rush of air is very loud with the hoses removed, like a shop vac running even over the engine sound, so I think the pump itself is fine. Thing is, if I start my car and back out of the garage and commence driving immediately I do not get the P0411. It seems that if I back out of the garage and allow the car to idle in the driveway for a minute or so, that's when I will intermittently get the P0411. I find this to be an interesting twist. The car is up for inspection and I'm not having someone push the $900 SAI pump replacement on me. My Saab dealer tech is really good and wouldn't do that anyway. They used to be Pontiac/Chevrolet/Cadillac/Saab and lost all of their GM franchises and now they are somehow surviving with Saab only in a large 1950's GM dealership building with huge shop. Still, I'm aiming to work this out myself before taking it in for inspection. I've read that it could also be a sensor downstream that is malfunctioning and throwing the P0411. Car is an '03 9-3 Arc 6 speed, just turned 30K miles, I leased new and bought out at lease end.
