Do you know if the steering column lock blocks power to the OBD2?

For reference, I cannot start the car. I got most of the way into setting up the VXDiag Nano. I got the Tech2Win emulator running, but it won't read the OBD at all. No communication over I-Bus or P-Bus. I got it to read key position once on a diagnostic but other than that it just won't communicate. For the record, I have a bluetooth OBD device which won't recognize the car being on either.

In its current state, if I put the key in the ignition the steering column lock message comes on and I cannot start the car at all. The key is basically stuck in the lock position.
