I don't quite buy this arguement. I'm not saying it's incorrect.
More traction in front, where all the steering happens seems to be more important than extra traction at the back, especially since most cars are FWD. This would seem especially true in an emergency maneuver where someone is braking and steering at the same time. Less front tread/traction can reduce responsiveness or result in heavy understeer in such a situation--say on a wet road--so you could still hit what you're trying to avoid. So here it makes sense to have the good sneakers on the front.
Of course, with less tread on the back, and under the weight transfer of heavy braking or sudden steering, the rear end may come around, which is a different way of losing control. Rear wheel skids, especially sudden ones, are harder for most drivers to recover from. So here it makes sense for the good sneakers to be on the back and this is where the "good tires to the back" arguement comes in. I just don't buy it.
It reminds me of when was in a Sears and heard the sales guy tell someone who wanted snow tires that the only way they would mount a single pair was to put them on the back of the person's FWD car. I suspect there was company policy and liability fears in that rule (along with the desire to sell 4 tires!), but it made no sense to me. Sure under some cornering and braking situations in winter having only 2 snows is dangerous, but to insist that people put the tires where they won't help much at all is ridiculous. Are 4 snows better than 2? You bet. But will 2 on the front get you safely through a snowstorm? Yes.
That all said, I rotate tires every 5K and always have tires of the same size, make, model and age on each corner of all our cars. And I run 4 snows in winter.
