Well, as I said, I cannot see ANY way that the immobilizer can affect the power steering other than locking the steering wheel, in which case, nobody is muscling anything to the shoulder, due to the locked wheel.
The 9-5 has hydraulic power steering, and only shutting off the motor, cutting the belt, or loss of fluid will cause the power steering to go away. There are no electrical solenoids in the system.
Also, since the primary function of the immobilizer is to prevent the motor from starting in the first place, if the immobilizer is the culprit, it should shut off the motor.
If the engine quits without turning off the key, the A/C will not be affected immediately (it will still blow, and blow cold until you've heated up the evaporator), the temp gauge won't move, nor the fuel gauge. The boost gauge may move to the spot between orange and white. And the tach will move to zero. Unless you have other gauges you didn't mention, that's all of them. The speedo should keep working, as the MIU (Main Instrument Unit) gets speed info from the ABS module.
If possible, have someone observe the motor while the car is in this "state". Verify that the motor is running, AND verify that the serpentine belt is turning. It just occurred to me that if the serpentine belt is no longer turning the alternator or the power steering, that you could end up with what you describe.
Maybe the AC compressor is acting flaky or siezing up, causing the belt to stop moving.
Something to check out.
