To echo bobc, the recent mysterious alarm soundings are probably caused by dying batteries in the siren module. A very common problems as these cars get over 5 years old.
I am curious exactly what lights lit on the dash. Seeing the Brake light, ABS light, TCS light, Exclamation Point in Triangle light, and loss of speedometer, is indicative of an ABS system fault (commonly the control module) and might cause a driver to think the brakes failed (very easy assumption) and that the throttle no longer worked. The brakes actually still do fully work but without ABS capability.
The steering system is 100% mechanical, with no electrical connection whatsoever. Low fluid would cause a problem, failed belt or tensioner would cause a problem, but not an electrical fault.
The braking system on my 2000 is also 100% mechanical, with the brake booster pump being driven off the cam shaft. The 1999's may have an electrical brake booster so an electrical problem "may" require the brake pedal to be pushed much harder.
The accelerator pedal is connected to the engine computer and not the throttle body, so an electrical problem "may" cause throttle response issues. The throttle body also has a Limp Home mode which limits vehicle speed to 40mph if the throttle body faults.
Unfortunatley, the 1999 cars do not use the same ECU to ABS communication method as the later cars and the P1925 error code indicating communication failure is not available when diagnosing problems.
My suspicions are:
1) Failed Alarm Siren batteries
2) Failed ABS Control Module
3) Driver surprise at having the dash suddenly turn into a Cristmas Tree of warning lights and inoperative speedometer caused a couple of assumed/imagined symptoms.
Luckily items 1 and 2 are not costly to fix since you said you do most of your own repairs. And item 3 can happen to almost anybody.
