The engine filter is relatively easy to get at if you jack up the car a bit. The cabin filter is more work and it involves assuming some awkward postures to get at some of the screws. What I found in error in some of the instructions posted in this forum is what to do with the strip of double stick tape that comes with the OEM filter. This tape should only be used to fix the foam piece of foam to the side of the filter in cars that DO NOT have air conditioning. With most all 9-5s the foam piece is held in place by the two AC lines that pass above the filter. If you attach the foam to the filter it will just get mushed up by the lines and rendered ineffective in blocking flow around the filter. Replace the foam first (over the AC lines) then using your left hand to hold the foam in place wiggle the filter into place with your right hand.
I have yet to replace the serptentine belt in our 9-5 but my son has in his Aero. He says you must remove the top engine mount. Good luck.
