Can someone tell me if I am on the right track here?

My family did a road trip from Chicago to Long Island in my 2000 95 wagon and when we arrived, my AC went out and started blowing hot air. I took it to Karp Saab which found the "heater flap broken inside heater box. Replace heater box." Estimate=$2,613 I declined. They charged me $146 for this diagnosis.

On the return trip, my brakes seemed to lose power and we had to make a pit stop in Allentown, PA. Scott Saab replaced the brake booster and while doing that, I asked then to look at the AC and if there was a way to just turn off the heat since we were roasting! They "found actuator shaft for drivers side temp door severed. Installed sleeve kit." Fixed for $267. We drove home in a wonderful ice box.

Now something doesn't sound right here. I called Karp and was told that because the "shaft was broken closest to the heater box", they won't install a sleeve kit because that is just a temporary fix and Karp doesn't do that work.

Shouldn't they have given me the option of a sleeve kit? And is a broken heater flap actually a broken actuator arm? Was that a valid diagnosis?I'm looking to get my diagnosis fee reimbursed. Am I barking up the wrong tree?
