1) Not everyone is checking the tires often enough. 2) Several reports here indicate that the failure was sudden and that the user did check the tires often but that it was not enough due to the rapidity wich which the tire failed due to the suspension woes. The 9-5 can destroy a tire very quickly. That is precisely the sort of dangerous situtaion NHTSA should be looking into. Luckliy, unlike the Explorer, the 9-5 is more stable.
NHTSA received plenty reports of tire failure that are tracable to vehicle defects. The problem with Saab is that there sample size is small enough to fall off the NHTSA radar. Your logic post Ford/Firestone fiasco is not well founded.
