I ran steelies on my snow tires for years. Saab introduced special lug bolts after the reported problems with steel wheels. The improved bolts have a loose cone beneath the head rather than the cone being machined onto the bolt shank.
Basically, good maintenance practices are all that is required to avoid issues with steel wheels. Clean the hub face in the fall and spring to scrub away any rust. Smear a thin coating of grease or anti-seize onto the hub face to prevent rusting.
The problem was caused by rust from the steel wheels, that was left on the hub face, that resulted in the alloy wheels not bearing on the hub thoroughly, the rust later gave way after alloy wheels were mounted, the alloy wheels starting wobbling, which then resulted in fatigue failure of the lug bolts.
An entire Rube Goldberg sequence of events leading to eventual bolt failure which could have been avoided by simply cleaning the hub face when swapping wheels for the seasons.
