Overcharging can cause all kinds of issues. I'm not sure what "350" and "150" are referring to though. Looking it up, the 9-5 takes 875 grams of R134a. The only way to really tell you have the correct amount of refrigerant is to evacuate and recharge the system.
If they were talking about pressure on the high side of the system then 350 psi would be too high and would indicate overcharging unless maybe ambient temperature was very high (like 100 degrees or more). However I thought the compressor wasn't working even when wired directly, indicating a problem with the electromagnetic clutch. So I really can't tell what they did.
A Tech2 may be able to see what sensor is preventing the compressor from turning on.
