Not understanding the power flow

I have tried a couple of tests which I could do without removing the seat:
1. Verified that the switch is receiving 12V from the red wire by probing inside the switch and jumping two of the copper bars in it. One bar supplied voltage.
2. But when I jumped between the hot side of the switch to another, which I thought would jump a circuit, nothing happened.
3. Replaced the relay under the seat with a new one, but nothing changed.
4. Tested voltage across fuse 25. With no switches moved, there is no voltage. When I close any of the four switches, there is 12V across the fuse contacts.
#4 must provide some clue but I don't understand it. I thought that the fuse would sit between all the motors and ground, so if it has a complete circuit power must be flowing through the seat motor. But although there is voltage across the fuse, nothing happens with the seat motor.
What should I try next?
