It's not impossible, IF you had driven the car very hard (routine hard stops, lots of hills, lots of stop & go traffic, etc.) and IF you had let the rotors go down the the metal and IF that had badly damaged the rotor surfaces.
The rotors have a minimum safe thickness. Find out what that spec is and find out what thickness yours are. Sometimes the number is cast on the rotor itself. Look at them yourself. Are there deep gouges or other obvious signs of damage? Abused rotors typically warp. Why aren't yours?
The last time I checked my brakes with the wheels off (at about 18k miles), the front pads showed very little wear, perhaps 80 percent was left. I do lots of city (stop & go) driving, and don't baby my car. In my view, there's no compelling reason for front pads to not go 40 or 50k (what I used to get from my 9000 Turbo pads) and for rotors to not last the life of the car. The main thing with rotors is to change the pads before they wear down too far.
IF your rotors are truly worn down beyond spec thickness, I'd suspect that there's something wrong with the brake system that's causing them to hang up and wear at an accelerated rate. If so, your replacement rotors will be dead in another 20k miles too. OR, it's just possible the dealer has a boat payment to make.
