If it was leaking from the vacuum nipple, then it's going into the intake manifold.
If it was leaking from a seam or from the side of the regulator with the tube going to the fuel rail, then it may still leak under high boost or lower vacuum conditions because the pressure on the fuel rail side of the regulator rises as the pressure on the intake manifold side rises.
When you reconnected the vacuum hose, the regulator lowered the pressure on the fuel rail side while idling.
