Guess I didn't quite understand your original description of where the leak was actually located. Gas would only get into the vacuum line if the diaphragm is ruptured.
The vacuum line goes to the intake manifold, so that's where the leaking gas is gonna go. The O2 sensor compensates for the rich mixture, but is eventually overwhelmed & can't cut back any more. Besides, the fuel isn't getting atomized very well as it dribbles into the manifold.
The FPR maintains the fuel pressure in the rail to be 3.0 bar above the pressure in the manifold. That way there's a consistant relationship between injector pulse width vs. fuel delivered. The FPR does this by adjusting the backpressure through itself as the gas flows back to the tank.
