A/C conversion ... do I need to flush it?

I'd like to do an economical switch from R12 to R134 on my 88 SPG ... I've read recommendations on here that you swap out the receiver/dryer, and expansion valve, and I'm prepared to swap these out as the car has 188K miles on it.
But do I also need to do a flush on the system?
My mechanic says he won't just remove the R12 and put the system under vacuum without also doing a flush. Has anyone on here successfully changed refrigerants without a flush? Any advice would be appreciated, as I'm trying to get some cool air this summer without breaking my college student budget. Thanks!
