Timing Chain Install Woes

I do have the Bently but its not helping me much. I can not get the timing straight. Even if I am lucky enough to have the cams OK and the flywheel at TDC with no slack in between chain I turn it over a bunch and flywheel is at 10-15degrees. I am having a problem getting the cams lined up perfectly. My first issue with both of them is they wont stay on the marks themselves, they want to pop and go a different direction slightly off. That being said I cant get the exhaust cam right. To make it so there is no slack between crank and exhaust sproket the mark is either slightly ahead or after. There is no way I can get it dead on. When the mark is dead on, the chain wont fit on sprocket teeth. (Granted it is close, but its either right before the "V" on the cap or right after. Same with intake. The valves and cam shaft want to move after the mark. So if I turn the shaft manually and get the chain on tight, it pops out of alighnment then creates all this slack on the chain. (Anybody have any idea what im talking about?) Ive done this 1000 times and still no luck. Like I said in the begining I am able to get the marks relativly close and good chain tension between crank/exhaust - exhaust/intake but I put in tensioner and turn it over and the flywheel is way off. This is getting very frustrating. I hope some has some pointers. I am sure i am setting the tensioner right but after so many tries I dont know if its still working properly, I think I dont hear as many clicks as I used to when I begin to rotate engine. But that would just create slack in chain right? It shouldnt affect the timing and the teeth?
