Dunno if you've mentioned this elsewhere in your saga, but is this the original chain you're working with or a replacement? How do the chain guides look? How far was the "foot" on the tensioner extended when you first removed it? Over enough time/mileage the timing chain stretches, the guide materials erode, and the timing starts to go off even with all the sprockets in their correct links, as one of the example pictures in the Bentley manual shows. If that's the case then you're never going to get the timing to look right (or, indeed, to function ideally) with so many stretched/worn components and you should replace them.
As for installation tricks I again point you to
TownsendImports.com>Saabmaster Site>Enter Site>Technical Documents>Engine(?)>Head Gasket I think, unless there's a page explicitly for timing but I don't think so. He goes into more detail than the manual does and it helps. For example, are you judging head timing from the marks on the camshaft flanges against the bearing caps, or the marks on the sprockets in relation to the deck? The sprockets have a much larger radius, therefore a bigger scale of movement, and provide a more precise indicator when their marks are perfectly perpendicular to the surface of the deck/valve cover.
Read Townsend, check parts for excessive wear, read Townsend again for reinstall.
