step 1. crank at 0
step 2. pull the slack up and wrap chain over exhaust cam sprocket. use a 18mm or sometimes a 19mm wrench - on hex at other end of cam - to adjust the position of the cam at the mark. (being a tech, i always placed the mark on the cams towards the exhaust as compared to making it exact... ends up being towards the exhaust side is better than towards intake.)
step 3. use your wrench again and place the chain over the the intake sprocket. again better towards the exhaust.
step 4. make sure the tensioner foot in all the way back. screw the tensioner it into the head and torque. place the pin and spring in and put the cap on the tensioner. should hear rachet a few step as you are tightening the cap.
step 5. rotate the crank twice back to tdc. the marks will be lined up just before the marks on the bearing caps. with time and wear the marks on the cams will move towards the marks on the bearing caps.
step 6. done. have a drink. oh, the paint on the chain is nice for aligning but i have never paid attention to it.
