All the window motors that I have done had failed inside and didn't work even if 12V were directly applied thru good wires from good known source. Usually it's even not the brushes, but the gear assembly that goes stuck due to moisture that had eaten the grease. After you pour half of liter of motor oil thru the gear assembly it usually goes back to normal (and you would see lots of rust in the oil running out of motor).
But if you're from CA, NM, FL or TX then - I gonna agree - it could more probably be the wires and switches that're giving the troubles.
