Like radioflyer said, any c900 at this point will have things to fix, or it's going to cost a fortune. The biggest concerns in order of effort to resolve are: #1) rust. #2) tranny. #3) (very) major engine problem or for a vert, a major issue with the top.
Rust is almost impossible to fix. Tranny means hauling the whole mess out of the car to swap. Engines are readily available and generally bomb proof (ignoring 2.1L issues and the common minor oil leaks), so even a major engine problem is no big deal if you get the car for the right price... I'd rather buy one with a perfect body and a blown engine than a perfect running car with rust...
Everything else is fixable (with various degrees of ease/beer/swearing)...
The central locking might just be a bad brain - easy to pull and swap (get one from a pick and pull). I have 2 cars and 3 central locking brains and none of them make either of the cars centrally lock properly on all doors! So, the next step is to check wiring - pretty common for wires to break when they pass through the driver's door. That is more effort, but little expense. I haven't had time to check that in either of my cars so I live wihtout central locking for now... but the extra brain cost me $20 at a pick and pull and it's just a matter of reaching up under the passenger front knee bolster and pulling it out of the clip (clips right onto the air duct)...
sorry I am no help with the CV specific stuff...
good luck!
