On the dizzy: As others have said, this is a common fix and the part is cheap. Fixing them requires a press and some know-how. Unless it leaks badly not that big a deal. All of mine leak. Mop up the oil once in a while. Less of a problem in normally aspirated cars than turbos b/c dizzy only fires the plug in a N/A car.
The top is almost impossible to answer via internet. I would get it checked out by an expert.
On central locking, is it the remote that doesn't work or the locks themselves? If it is the remote it could be an expensive repair. If just the door/trunk locks don't actuate as others have said a relatively simple thing to trouble shoot.
All that being said, I see cheap 'verts all the time. I would be patient and wait until something cherry comes along within your budget. If you just want a pleasure car and not a show car, buy something nice and just drive it. Don't sweat the small stuff.
