Not so sure it's the ECU. You mentioned in your original post the smell of gasoline, and that would not be consistent with a failed ECU - unless it failed in an unusual way. Usually the the ECU failure would be *no* fuel, not too much. Too much leads me to believe it's an ignition problem (maybe the ignition control unit or ECU) or a component problem (like an AMM or temp sensor).
That said, a flashing Shift Up light is a real oddity, and I don't think there is any mechanism for flashing it. If it's never worked that may be an indicator that something else is wrong, or that the ECU has not been working right for a long time. :)
Unfortunately until the car dies and won't restart there aren't any great ways to diagnose the problem. :(
