Just for the heck of it, with the timing set at 16 BTDC, pinch the hose from the AIC valve to the throttle body and see if the idle drops towards the normal range. If it does, then there's probably an issue with the AIC valve wiring or connector. If it doesn't change significantly, then it's something else.
The AIC valve defaults to a partially-open position if it loses its route from hot to ground through the ECU. On the wiring diagram below, the AIC valve is item 272. It gets power through the blue/red wire on the connector and it goes to ground through the ECU when idle control is needed. The diagram is for an '89 but it's typical for most LH 2.4 cars.
My '89 had a persistent idle problem that I traced to a broken wire to the AIC valve connector from the wiring harness. Fixed that and thee idle is rock solid where it ought to be.
