No power to ECU? Tips on plan of attack?

Hi,
Still trying to get my 1991 900s to run after it died while driving.
I was able to get the fuel pump to work by jumping fuses in the fuse box. (This may be unrelated but in order to get it to work I had to jumper slightly different than Bentley shows. I found that the "live" side of fuse that you jump to fuse 30 was the outboard side not inboard. I was working feverishly on the side of the road at the time so I could be mistaken about this).
Some facts of the case:
Checked spark plug against engine- I have spark.
Fuel pump runs when 12v supplied to fuse 30.
When key is on- windows work, lights on dash light up, fans run.
When I pulled plug it looked really dry. I expected it to be wet after cranking the engine a bunch of times trying to start the car.
Any tips on how to proceed?
At some point I ended up looking at the ECU (lh2.4.2). I couldn't get a positive result from the first test. I put the positive digital voltmeter probe on the connection of wire #18 on the back of the ECU harness with the ECU disconnected and put the negative test probe to ground. I turned key to on and there was no power being sent to the ECU.
Thanks for any help!
