Car is a 1993 C900 Turbo Conv, 120K and a California car.

I'm going through the car to get it to struggle through Calif smog testing.

One thing that has been getting slowly worse is that a change in electrical load, changes the RPM quite a bit. The cooling fans coming on cause a near stall until the AIC catches up. I am assuming a couple of seconds is pretty typical for the AIC response time?

Battery is pretty new. I'm assuming engine block grounds or battery cables. I think this is a pretty common issue and wondered how other people resolved it.

I am an electrical engineer and do have access to super low range ohm meters.
