Does it otherwise idle smoothly?
The fact that it does adapt speed to accommodate a changing load is a good sign.
Try this: remove the AIC valve and clean it with carburetor cleaner to eliminate goo that would make it move slowly.

On one car I had, the cause of some AIC valve issues was that the wire crimped into one of the terminals in the AMP connector had fatigued and frayed down to a few strands. The rubber boots on the connectors act as strain relief and keep the wires from vibrating and fatiguing. After a few decades, the boots deteriorate and the wires are free to vibrate.
As always, good grounds make good friends - corrosion at the ground point at the passenger side of the radiator crossmember (down near the battery tray) can cause troubles. Unbolting the mass of lugs and cleaning them along with the metal they bolt into can make an improvement.
