IAC Issue

Hi all. I have a problem I would like a bit of advice on.
I have a 91 900 base model that recently developed a strange idle fluctuation. It seems the IAC holds fully open, momentarily closes, then moves back to fully open. I have disconnected the battery in hopes the ECM would perhaps "reset" and assume proper control of the IAC, but to no avail. In the interim I have unplugged the IAC and set the idle a touch high using the throttle plate adjusting screw.
I have to assume the ECM is at fault, as it is obvious the IAC is willing to respond to input.
Has anyone experienced similar symptoms in the past? Do you recall the source of the problem? Can it be remedied with a touch of fiddling, or is ECM replacement the fix?
