A rising raise FPR is not really the same situation as a static FPR. With a static FPR, you can pretty much learn all there is to know with a Mityvac, the fuel pump relay jumpered, and the car not even running. The fuel pump can either make the pressure or it can't. I guess there is the possibility of a low-voltage situation from engine-on electrical drains or volume consideration from injectors at 100% that you could observe via pressure but both of those would be very weird problems to have - and likely better observed with a voltmeter or A:F.
