I'm not going to disagree with the potential bypass valve problem or the AIC.
What makes me wonder about being at a stoplight is this -- can you tell if the fans are cycling on at that point? This time of year, it would be for somebody way south, and I think you are in the DC area. Snowbird?? :-)
If it is the fans cycling that is pulling down the idle, then go through and clean the grounds, battery, etc. Even pull the fans electrical connectors apart ( a struggle sometimes ) and inspect / clean them.
