Oh that's a fun project. I have fixed my whale tail probably four or five times over the years. Finally it was not repairable anymore I removed the rubber and filled that whole entire area in with fiberglass and made it look very similar to what it looked like in the beginning. It has held up pretty good over the years for my first time ever fiberglassing anything to plastic or whatever the whale tail is made out of. Good luck show us what it looks like when you get it completed. Keep going well tails are getting harder and harder to find. I did not want to have to fix it with fiberglass but I didn't have a choice anymore. When I got the whale tail on the car that it came with it was from Chicago and had almost a half a million miles on it I was able to keep it going in other five or six years until the rest just got to bed and the rubber would not stay on anymore. I eventually masked the whole entire thing off to protect it from the glue and was able to keep it together until the rubber started really disintegrating.
