Before 1991 the 1-2 and 3-4 shift forks in these units slid on a shared fixed shaft. Starting in 1991 the blind holes that held each end of the shaft were bored all the way through so the shaft could slide forward and backwards and the 1-2 fork was fixed on the shaft with a wire clip. The 3-4 fork still slid on the shaft.
When the wire clip breaks or escapes the 1-2 fork and shaft can move independently so the shaft wanders forward through its front bore until it escapes from the bore in the rear bulkhead. Then the shaft can wobble around and the forks are no longer kept in proper alignment. At any moment the shaft can be any where in its range of wobble so your ability to select a gear can be erratic and random but full or partial seizing of the shift rod is definitely on the list of possible results.
When I rebuild the 1991> units I drill the 1-2 fork and shaft and lock them together with a setscrew. The setscrew is tightened with thread locking adhesive so the problem can't reoccur. There's no practical way to fix the problem without disassembling the transmission.
