Auto trans woes: 1st and reverse having a problem...

When starting from a stop, the trans starts out in 2nd gear, causing a considerable amount of shuddering and some bucking until up to a speed the engine can handle while having to start out in that gear. If I stop the car and try to put it in reverse, it's like it's in neutral until I move the selector into "N" or "D", then back to reverse, and then it's okay.
If I shift the selector to "1" when starting out, the trans does start out in 1st, and then drives like normal (so long as I move the selector to "D" or manually upshift to the next higher gears).
What does this sound like: need for a new trans, governor cleaning, band adjustment? Trans only has 37K on it (was replaced under warranty at 52K). Have changed the fluid (complete change: flush and fill 3 times to ensure all old fluid has been changed) at 15K intervals. Fluid is at correct level and does not look/smell burned. Used Dexron-III (since Dexron-II cannot be found anymore).
